What are KVKK technical measures and who must apply them?

Personal Data Protection Law No. 6698 applies to natural and legal persons that process personal data. Article 12 requires the technical and administrative measures needed to prevent unlawful processing and access and to safeguard data.

The Personal Data Security Guide (Technical and Administrative Measures), published by the Personal Data Protection Authority in January 2018, explains how these measures can be implemented. Its technical measures include authorization control, access logs, encryption, network and application security, and penetration testing.

Penetration testing expectations

Under monitoring of personal data security, the Guide recommends regular vulnerability scans and penetration tests to protect information systems against known weaknesses, with assessments based on the results.

The Guide does not set a specific frequency; it should follow the nature of the data you process and your risk assessment. In a data breach review, records of regular tests with remediated findings are among the key documents showing that measures were taken.
